2026 Roadway Maintenance Program Key Points:

  • P.T. Ferro Construction Co. submitted the lowest of five bids, at $4,460,120.95.
  • The program covers 30 roadway segments — 6.81 miles — prioritized by pavement age and condition.
  • The village’s fiscal year 2026/2027 budget allocates $5 million in the General Capital Development Fund for the work.
  • The contract carries an October 1 completion date.

FRANKFORT — The Frankfort Village Board on Monday, June 15, 2026, adopted a resolution awarding the village’s largest seasonal infrastructure contract, a $4,460,120.95 agreement with P.T. Ferro Construction Co. for the 2026 Roadway Maintenance Program. The award was approved as part of the board’s unanimous consent agenda.

According to the agenda packet, village staff conducted a comprehensive field survey and evaluated roadway segments based on pavement age and condition to build a prioritized resurfacing list. That review identified 30 street segments totaling 6.81 miles of roadway for this year’s program. The village solicited competitive bids from qualified contractors and opened five proposals on May 20, 2026.

P.T. Ferro Construction Co. came in lowest at $4,460,120.95. The remaining bids were $4,595,721.20 from Gallagher Asphalt Corporation, $4,626,216.36 from D. Construction, Inc., $4,639,910.55 from Austin Tyler Construction and $4,965,026.85 from Iroquois Paving Corporation. Staff noted in the packet that P.T. Ferro has performed similar work for the village previously and “did excellent work,” and recommended accepting the low bid.

The work is funded through the $5 million the village’s fiscal year 2026/2027 budget allocates to the program within the General Capital Development Fund. The packet also itemizes related professional costs, including a design engineering fee of 4 percent of the program amount — about $178,405 — along with $50,000 for pavement coring and an estimated $35,000 for material testing, both handled by subconsultants. Construction is expected to begin as early as possible under a contract completion date of October 1.

At its June 1, 2026, Committee of the Whole meeting, the board reviewed the proposals and forwarded a recommendation to award the contract to P.T. Ferro, the action the full board ratified June 15. A detailed street-by-street list of the segments slated for resurfacing is included in the published agenda packet, available on the village website.

The roadway program is an annual undertaking in Frankfort, with staff rebuilding the priority list each year as pavement ages across the village’s street network.
