Frankfort Village Board Meeting | April 20, 2026

The Frankfort Village Board met on Monday, April 20, 2026, moving swiftly through a packed consent agenda. In addition to approving the Dutch Bros Coffee development, advancing zoning code amendments, and executing a unique fiber optic lease with Pavlov Media, the Board celebrated a high school state championship and approved several infrastructure and grant initiatives. During his report, Mayor Keith Ogle strongly criticized pending state legislation that threatens local municipal control.

Lincoln-Way East Cheer Team Honored
The Village Board welcomed the Lincoln-Way East Griffins Cheer Team and Coach Jayson Polad to celebrate their victory in the 2026 IHSA Class 3A Competitive Cheerleading State Championship. Mayor Ogle presented the team with a formal proclamation recognizing their February 7 performance, which earned an exceptional score of 97.92. The victory marks the program’s eighth state title.

Well 13/14 Dehumidifier Replacement
The Board adopted Resolution No. 26-11, awarding a $27,350.00 contract to S&S Mechanical Services, Inc. for the replacement of a dehumidifier at the Well 13/14 water treatment facility located at 23031 S. 80th Avenue. The equipment had reached the end of its service life, and the “in-kind” replacement with a Bry-Air MP 600 unit will ensure proper humidity control to protect critical water treatment equipment.

T3IP Grant Awarded for New Construction
The Board adopted Resolution No. 26-12, authorizing a $25,000.00 grant to 5 Acres LLC under the Village’s Target Industry and Industrial Incentive Program (T3IP). The applicant recently completed the construction of a new 31,200-square-foot industrial building at 900 Lambrecht Road. The program provides $1 per square foot of new construction up to the maximum $25,000 award.

Police and Village Hall Access Control Systems
The Board adopted Resolution No. 26-13, authorizing a $23,747.81 contract with Data Center Warehouse (DCW) to replace the failing door access control systems at the Frankfort Police Department and Village Hall. The existing 2002 Premisys Identicard system was running on an unsupported server. The new Rhombus Access Control System will enhance security, allow for remote management, and introduce smartphone access credentials.

Military Fee Waivers Extended
The Board unanimously adopted Resolution No. 26-15, continuing the Village’s policy of waiving water and sewer fees for Frankfort residents and utility customers who are actively deployed in the U.S. Armed Forces. The waivers are valid for an initial six-month period and can be renewed upon submission of updated military documentation.

Officer Pazera Retires
Mayor Ogle and the Board extended their congratulations and gratitude to Frankfort Police Officer Michael Pazera, who recently retired after 25 years of dedicated service to the community.

State Legislative Opposition
During his report, Mayor Ogle urged residents to contact their state legislators to oppose two bills currently advancing in Springfield. Ogle criticized House Bill 5626, which would preempt local zoning authority and impose statewide housing mandates, and House Bill 5011, which would alter police evaluation metrics and potentially hinder community policing efforts. “Springfield has failed to address the things that our residents… have asked for,” Ogle said. “And instead of addressing the rising property taxes, they’re using the preemption of housing.”
