Frankfort Village Board Meeting | April 6, 2026

The Frankfort Village Board met on Monday, April 6, 2026, opening the session on a solemn note as officials and staff shared heartfelt condolences following the passing of Stacy Holland, the wife of former Frankfort Mayor Jim Holland. Following the tributes, the Board moved swiftly through a robust consent agenda. Major actions included the adoption of the $61.8 million Fiscal Year 2027 Budget, the approval of an employment agreement for incoming Village Administrator John Burica, and the passage of a resolution aggressively opposing state legislation that would strip local municipalities of their zoning authority.

Remembrance of Stacy Holland
The Board opened Monday’s meeting by honoring the life and legacy of Stacy Holland, the wife of former Frankfort Mayor Jim Holland. Mayor Keith Ogle noted her deep influence on the community and offered prayers to the Holland family. Trustees took turns sharing personal memories, praising her inspirational leadership, passion for local service, and extensive life experiences. “She was one of those individuals that when she spoke about our community or what she was doing, she spoke with such passion, and it made you want to serve,” said Trustee Maura Rigoni. Trustee Adam Borrelli added, “She gave so much and she lived an extraordinary life… school board president in California, director at Lincoln-Way, best campaign manager you could ever have, riverboat captain. She did it all.”

Electronic Attendance Ordinance Modernized
The Village Board passed Ordinance No. 3552, amending Chapter 31 of the Frankfort Municipal Code to expand the legal justifications for remote electronic attendance at public meetings. The local update brings Frankfort into compliance with recent amendments to the Illinois Open Meetings Act, which now allows officials to attend meetings remotely due to unexpected childcare obligations or the performance of active military duty. The ordinance also officially extends the authorization for remote participation to members of the Plan Commission and Zoning Board of Appeals.

Spring Branch Collection and Earth Day Cleanup
Mayor Keith Ogle announced the start of the Village’s 2026 Branch Collection Program, which will run biweekly through mid-October. Residential areas east of Route 45 will see collection on the first and third Mondays of the month, while areas west of Route 45 will be serviced on the second and fourth Mondays. Ogle also promoted the Village’s annual Earth Day Community Cleanup scheduled for Saturday, April 18. The Village will provide garbage bags, gloves, and T-shirts for volunteers helping to beautify local parks, neighborhoods, and the Old Plank Road Trail. Supplies can be picked up at Village Hall from April 13-17.

Frankfort Country Market Returns
The popular Frankfort Country Market will kick off its summer season on Sunday, April 26. The market will operate on Sunday mornings from 9:00 a.m. to 1:00 p.m. in downtown Frankfort. The weekly event features more than 60 vendors offering fresh produce, baked goods, meats, and prepared foods, alongside live music.

Village Bills Approved
The Board approved the payment of Village bills totaling $722,423.50. Trustee Adam Borrelli noted that the largest single expenditure in the current billing cycle was a $171,272.69 payment to Homewood Disposal Service for the Village’s monthly garbage and recycling services.
