Frankfort Village Board Meeting | March 16, 2026

The Frankfort Village Board met on Monday, March 16, 2026, with Trustee Adam Borrelli presiding as Mayor Pro-Tempore in the absence of Mayor Keith Ogle. The Board’s primary focus was a lengthy public hearing and subsequent approval of preliminary zoning and development plans for Frankfort Pointe, a 133-acre industrial and solar development on the village’s eastern border. The Board heavily amended the preliminary plans to limit truck traffic and increase landscape buffers. The Board also utilized its consent agenda to greenlight several major infrastructure initiatives, including over $550,000 in engineering contracts for the Aberdeen Bridge replacement and a $150,777 contract for a new downtown storage garage.

Action Behavior Centers Play Area
The Board waived standard readings and passed Ordinance No. 3553, approving a major change to the President’s Row Unit 1 Planned Unit Development (PUD) for Action Behavior Centers Therapy, LLC, located at 10043 W. Lincoln Highway. The ordinance allows the clinic to remove five existing parking spaces near the south entrance to construct an outdoor play area for its clients, featuring artificial turf and a wrought-iron style fence. The clinic must restripe existing parking stalls to maintain compliance with ADA parking regulations prior to construction.

Mastro Residence Variances
The Board passed Ordinance No. 3554 granting multiple zoning variances for a vacant parcel located at 807 Highland Road in the Prestwick Subdivision. The variances bring the legally non-conforming lot into compliance to allow Flaherty Builders, Inc. to construct a new 3,498-square-foot single-family home for owners Julius and Paige Mastro. Approved variances include reductions to the required lot area (from 40,000 to 31,549 square feet), corner lot width, lot depth, and a reduction in the required minimum gross floor area from 5,000 square feet to 3,498 square feet.

Electronic Attendance Ordinance
The Board passed Ordinance No. 3552 amending Chapter 31 of the Frankfort Municipal Code regarding electronic attendance at public meetings. The update aligns local code with recent changes to the Illinois Open Meetings Act, expanding the circumstances under which an official may participate remotely to include unexpected childcare obligations and the performance of active military duty. The amendment also formally authorizes Plan Commission and Zoning Board of Appeals members to participate electronically under the same standards as the Village Board.

Roadway Maintenance Engineering
The Board approved a professional engineering services agreement with Robinson Engineering, Ltd. for the 2026 Roadway Maintenance Program. The $5 million capital program will include resurfacing, full-depth patching, crack sealing, curb repair, and ADA sidewalk updates. Robinson Engineering will provide design engineering for a lump sum equal to 4% of the awarded program cost, and construction engineering billed hourly at an estimated 4.5% of the final construction cost.

Rough Cut Lot Maintenance
The Board authorized a two-year contract with Monee-based Camphouse Country Landscaping, LLC for the 2026-2027 Rough Cut Lot Maintenance Program. Camphouse submitted the lowest responsible bid to perform weed and tall grass mowing on uneven surfaces and lots, charging a rate of $0.0049 per square foot for the 2026 season and $0.0050 per square foot for the 2027 season.

Police Retirement and Local Champions
Acting Mayor Adam Borrelli congratulated Frankfort Police Officer Ken Monreal on his retirement following 23 years of dedicated service to the department and community. Borrelli also issued congratulations to two local student-athlete champions: Kardiasis Richardson for winning the IESA Class AA State Wrestling Championship in the 126-pound weight class, and the Hickory Creek Middle School 7th Grade Girls Volleyball Team, who captured their third consecutive IESA Class 4A State Championship with an undefeated 70-0 record over three years.
