Frankfort Square Park District Meeting | October 16, 2025

The Frankfort Square Park District Board of Commissioners held its monthly meeting on Thursday, October 16, 2025, taking several key financial actions. Cook County Tax Distribution Delays
The park district has received less than 1% of its expected tax distributions from Cook County for the year, a significant delay compared to the 49% received by this time last year. Executive Director Audrey Marcquenski reported the delay is due to issues with Cook County’s computer system. The district has a Fund Balance Policy with reserves in place to manage cash flow during such situations and maintain stable operations. Will County, which manages the majority of the district’s tax distributions, remains on schedule.

LPGA Pro to Join Square Links
Suzy Owens, an LPGA Pro from White Mountain Golf Park, will join the staff at Square Links Golf Course for the 2026 season. According to a report from the executive director, Owens will expand opportunities at the course by offering instruction for both male and female golfers. She is also slated to manage the youth program and the women’s league, enhancing programming for a wider range of participants.

Square Links Renews Liquor License
The board voted 4-0 to approve the renewal of the Class D liquor license for the Square Links Golf Course. The annual renewal is required by both the Will County Liquor Control Commission and the State of Illinois Liquor Control Commission for the sale and consumption of beer and wine at the facility.

Board Designates New Bond Underwriter
Commissioners formally designated Dalena Welkomer of Raymond James & Associates, Inc. as the park district’s Bond Underwriter. Welkomer, who was previously with Baird Public Finance, recently moved to the new firm along with her team. The board’s action updates the district’s records to reflect the change and continue the working relationship.

District Fulfills FOIA Request
The park district responded to a commercial Freedom of Information Act (FOIA) request from Concourse Tech Inc. on October 10. The request, received on September 29, sought a list of specified software subscriptions from the past 24 months. According to district records, fulfilling the request required 0.25 hours from the Executive Director, 1.5 hours from an Administrative Assistant, and 1 hour from an IT Contractor.

Financials Approved
The board unanimously approved the Accounts Payable listing for September, totaling $511,310.62. Commissioners also accepted the September Treasurer’s Report, which is pending audit. As of September 30, 2025, the district’s total fund balance was $3,742,846.43.

Office Staffing Updates
It was reported that Irene Gama, a Front Office Clerical employee who had previously submitted her resignation for family reasons, has rescinded it after the matter was resolved. Additionally, local resident Patty Mullen has been hired as a substitute clerical worker to provide coverage on a flexible, as-needed basis.

Park District Donation Acknowledged
The board reviewed a thank-you note from St. Coletta’s of Illinois, an organization that serves children and adults with developmental disabilities. The note expressed appreciation for the park district’s donation of a Square Links golf foursome for the foundation’s silent auction fundraiser.
