Frankfort Park District Special Committee Meeting | September 23, 2025

The Frankfort Park District Committee on Tuesday reviewed results from a community survey about a proposed indoor recreation center, which showed a lack of public support for top designs and an aversion to tax increases. This led to a broad discussion about the project’s future, including a potential high-cost referendum. Five Oaks Park Agreement with HOA Pending
The park district is waiting for the Five Oaks Park Homeowners Association (HOA) to act on a proposed park agreement. According to Executive Director Gina Hassett, the HOA is responsible for drafting the agreement and presenting it to its members for a vote. The district has not yet received an update on the outcome.

Cell Tower Rent Discussed
During a facility and property update, the board discussed rental income from a cell tower. Executive Director Gina Hassett reported that she had requested increased rent from the provider, but the company stated that its maximum offer is $1,900. The committee discussed the issue but took no action.

Neighborhood Ponds Ownership
The committee discussed the status of ponds in the Sara Springs and Old Stone subdivisions. The Homeowners Associations for both communities have indicated they do not want the park district to deed ownership of the ponds to them. The district still has the option to transfer ownership directly to the residents of those subdivisions.

Commissioner Ruvoli to be Honored
It was announced that Park District Commissioner Tom Ruvoli is being honored at the Illinois Association of Park Districts’ (IAPD) “Best of the Best” annual gala on October 24. Commissioners were encouraged to notify staff if they plan to attend so arrangements can be made.

Football League Requests Drink Vendor
The local football organization has requested permission to have a drink vendor truck at the Commissioners Park Pavilion. The report noted that the vendor would intend to sell alcoholic beverages. The committee acknowledged the request as part of its miscellaneous items discussion.
