Meeting Summary and Briefs: Frankfort Public Library District for July 24, 2025

The Frankfort Public Library District board on Thursday, July 24, 2025, addressed a major loan payment error by its bank, paused a planned reading room project due to high costs, and approved a new public health initiative to host a naloxone distribution box. The board learned that an error by Wintrust Bank had caused the library to be undercharged nearly $23,000 in interest payments, an issue that is now being corrected. Bills Approved, Fiscal Year Ends with Surplus
The board approved the bills for June 2025. According to the treasurer’s report, expenditures for the 2024-25 fiscal year, which ended June 30, were at 94% of budget. The year-end report noted a large technology expense due to a new computer purchase. A transfer of surplus funds from the fiscal year to the Special Reserve budget is planned for the August board meeting.

Agreement with School District 161 Amended
Trustees approved an amendment to the intergovernmental agreement for educator cards with Summit Hill School District 161. The updated language restricts cardholders from accessing digital materials that are available on a pay-per-circulation basis. The Summit Hill administration was in agreement with the change.

Friends of the Library Book Sale Raises $2,700
Jeffrey Slovak, liaison for the Friends of the Library, reported that the organization’s July book sale was a major success, bringing in over $2,700. Slovak also thanked the board for its support.

Per Capita Grant Lower Than Expected
The library received its Per Capita Grant award letter from the Illinois Secretary of State’s office. The final amount is approximately $300 less than anticipated. The difference is reportedly due to the state rounding down the per-person allocation in the district, whereas in 2024 the amount had been rounded up.

Building Maintenance Updates
The library addressed several recent building issues. The west end HVAC condenser, which was off due to a possible power surge, was repaired by Amber Mechanical, which also found bearings that need replacement. John’s Sprinklers repaired a sprinkler head that was not rotating properly, and Squeegee Clean washed the library’s windows.
